Authorize to approve a loan agreement with the City of Portsmouth, NH in the amount not to exceed $6,500,000 to finance a new water treatment plant under the provisions of RSA 486:14 and N.H. Code of Administrative Rules Env-Dw 1100 et seq. effective upon Governor & Council approval. This project will also include the land purchase for the new treatment plant and upgrades to existing infrastructure associated with the water system. Hunting and trapping are not permissible on the land due to its proximity to residential and recreational fields. Fishing is not available due to lack of surface water on the property. 89% Drinking Water State Revolving Loan Fund (DWSRF) BIL Funds, 11% General Funds.
