Authorize to approve a loan agreement with the City of Dover, NH in the amount not to exceed $15,600,000 to finance water treatment plant improvements under the provisions of RSA 486:14 and N.H. Code of Administrative Rules Env-Dw 1100 et seq. effective upon Governor & Council approval. 16% federal funds, 84% DWSRF repayment funds.
