Authorize the Bureau of Materials & Research to enter into a Sole Source Project Agreement with the University of New Hampshire Sponsored Programs Administration of Durham, New Hampshire, to demonstrate improved concrete mixtures discovered through local research for a fee not to exceed $75,684. This Agreement will become effective upon Governor and Council approval through November 30, 2028. 100% Federal Funds.
