Authorize the State Treasurer on behalf of the New Hampshire College Tuition Savings Plan Advisory Commission to enter into a Sole Source contract with Granite Edvance Corporation of Concord, NH, for a period of three-years with the option to renew for an additional two-years for an amount not to exceed $190,000 (or $310,000 if the renewal option is exercised) to provide promotion and administrative support for three scholarship programs. Effective upon Governor and Executive Council approval from November 10, 2026 through November 9, 2029. 100% Other Funds (New Hampshire Excellence in Higher Education Trust Fund)
