Authorize the Division of Medicaid Services, to enter into a Sole Source amendment to an existing contract with Milliman, Inc., Seattle, WA, to utilize 100% federal Rural Health Transformation Program (RHTP) funding to aid in the development and implementation of a Medicaid Hospital Payment Model and a Medicaid Primary Care Payment and Prevention Model, by increasing the price limitation by $3,800,000 from $16,401,991 to $20,201,991, with no change to the contract Completion Date of June 30, 2028, effective upon Governor and Council approval.
