Authorize the New Hampshire Department of Energy (Department) to enter into a SOLE SOURCE contract with Southern New Hampshire Services, Inc., dba Community Action Partnership Hillsborough and Rockingham Counties (CAPHR), Manchester, NH, Vendor #177198 in the amount of $9,494,457 for the Fuel Assistance Program (FAP) effective upon Governor and Executive Council approval through September 30, 2028. 2. Further request authorization to advance Southern New Hampshire Services, Inc. dba Community Action Partnership Hillsborough and Rockingham Counties $78,020 from the above-referenced contract amount. 100% Federal Funds.
