Authorize the Department of Administrative Services, Division of Risk and Benefits to enter into a fully-insured group Medicare Advantage and Prescription Drug Plan (MA/PDP) agreement with Emphesys Insurance Company, d/b/a Humana (Humana) (VC#578388), in Louisville, Kentucky, for members covered under the State’s Medicare-eligible Retiree Health Benefit Plan in an amount not to exceed $215,227,000, effective upon Governor and Executive Council approval for the period of January 1, 2027 through December 31, 2029, with an option to extend for up to three (3) additional one-year extensions. 64% General Funds, 1% Enterprise Funds, 13% Highway Funds, 1% Turnpike Funds and 21% Other Funds.
