Authorize the Bureau of Aeronautics to award a grant to the City of Manchester, NH, for AIP 149, to purchase material for the reconstruction of the Runway 24 Engineering Material Arresting System (EMAS), Phase I, at the Manchester-Boston Regional Airport. State and Federal participation in the amount of $8,378,050 is effective upon Governor and Council approval through June 14, 2030. 94.7% Federal Funds, 5.3% State Funds.
