Authorize the Bureau of Transportation Systems Management & Operations to retroactively exercise a two year contract extension with Southwest Research Institute, San Antonio, TX (originally approved by G&C on 5/18/22, item #40, archived document ) for the purpose of providing an Advanced Transportation Management Software (New England Compass and NewEngland511.org) in partnership with the States of Maine and Vermont. Effective retroactive to May 1, 2026 upon G&C approval. This will extend the completion date from April 30, 2026, to April 30, 2028. This is the first of three, two year extensions allowed by the contract. (2) Further authorize the Department to increase the amount of the contract by $2,248,641 from $10,129,071.94 to $12,377,712.94. Effective upon G&C approval. (3) Further authorize the Department to amend the existing contract to remove the $250,000 that was allocated by Vermont for BlueToad Integration, and to add $250,000 to the Contingency amount for a total of $750,000. The additional $250,000 will be allocated by Vermont and used for Vermont Enhancements. Change the named staff on the Contractor and DOT side and add and define a Technical Advisor role to the Contractor’s staff list. 35.8% Federal Funds, 64.2% Other Funds (States of Maine and Vermont)
