Authorize the Bureau of Transportation Systems, Management & Operations to enter into a Tri-State Agreement with the Maine Department of Transportation and the Vermont Agency of Transportation for the New England Compass Advanced Transportation Management System and Traveler Information System. Effective upon G&C approval. (2) Further authorize to enter into a sole source contract with Southwest Research Institute, San Antonio, TX, in the amount of $10,129,071.94 for the purpose of providing an Advanced Transportation Management Software – New England Compass. Effective upon G&C approval through April 30, 2026 with an option to extend, at the sole discretion if the State, for up to 3 additional 2 year extension periods up to, but not beyond April 30, 2032. 35.8% Federal, 64.2% Other Funds (States of Maine and Vermont).'
